The block next to ours switched to formal rationing after three months of trying what we're doing. I keep thinking about why.
Not to judge them. To understand what they might have seen that we're still avoiding.
Fairness requires enforcement. And enforcement requires distance. You can't enforce rules on people you have dinner with, whose kids play with your kids, who bring you spring rolls and ask about your daughter's soccer games. You can't fine your neighbors when you know exactly why they're overusing—the medical condition, the broken AC, the two kids under 5.
Which means voluntary systems work precisely because they're not fair. They work because they're based on relationships, on knowing each other, on informal negotiation that happens when everyone has something to lose if the system breaks down.
But what if you don't have those relationships? What if you just moved in? What if you work night shifts and can't attend porch meetings? What if you're renting and you'll be gone in six months?
Formal rationing systems—like California's, which targets 50 gallons per person per day for indoor use—aren't elegant. Metered and monitored, with variance procedures for documented medical needs. Fines for overuse, credits for conservation. Bureaucratic, expensive, sometimes inflexible. Phoenix has its own drought management framework, though the specifics of how rationing would actually work here remain unclear.
But formal systems don't require you to know your neighbors. They don't require social capital or time for meetings or ability to advocate for yourself in groups. They just require you to exist. You get your allocation because you're a person, not because you're likable or connected or good at asking for help.
I've been wondering what that's worth.
Our voluntary system works because we're lucky—mostly homeowners with enough stability to invest in long-term relationships that make mutual aid possible.
We have one family giving more than they receive for six months straight. We have another household, consistently under their commitment and generous about sharing surplus. We have enough people who show up to meetings and maintain spreadsheets and mediate conflicts.
But 61.4% of households without secure water access are renters. They move. They don't have time to build trust that makes our system work. They don't have leverage in neighborhood negotiations.
What happens to them in our system? Do they get water because they need it, or because they've successfully integrated into the social fabric of the block?
The pool incident keeps bothering me. The family that installed an above-ground pool without asking first, then posted about making up the 800 gallons gradually. The neighbor who'd been skipping showers asked the obvious question: why should some of us sacrifice while others fill pools?
The pool family said they had two kids under 5 and were losing their minds. They needed this.
Who decides what counts as legitimate need? In our system, the answer is "all of us, through conversation and negotiation." Which sounds democratic until you realize some people are better at conversation and negotiation than others. Some people have more social capital to spend. Some people's needs are more visible or sympathetic.
The formal rationing system doesn't solve this perfectly, but at least it tries. It establishes baseline entitlements that don't depend on whether your neighbors like you. It creates transparent criteria for variances. It provides legal recourse when entitlements aren't met.
Does it also create bureaucracy and monitoring costs and rigid rules that don't account for individual circumstances? Yes. But those are problems you can see and debate and try to fix. The problems with voluntary systems—invisible labor, unequal burden-sharing, dependence on social capital—are harder to even name.
Because trust doesn't scale. Phoenix's population is approaching 11 million while its water supply shrinks. Our block has eighteen households. We know each other. We've built trust over time.
But you can't run a city on neighborly goodwill. You can't guarantee every block will have the right mix of people, the right level of stability, the right capacity for collective organization.
The block next to ours didn't have that mix. Too many renters moving in and out. Too many people who didn't show up to meetings. Too much resentment. So they switched to formal rationing, and now they have meters and monitoring and fines.
I don't know if they're happier. But I know they have a system that works even when social cohesion is low, even when people don't know each other, even when someone can't attend meetings or advocate effectively.
That might be worth something.
I think about our spreadsheet—the messy record of who's given and received, who's over and under, who owes what to whom (though we don't call them debts). Someone has to maintain that spreadsheet. Someone has to organize meetings. Someone has to mediate disputes.
That labor is invisible because it's unpaid, but it's not free. It falls on whoever has time and inclination, which usually means the same few people carrying more than their share.
At least with formal systems, administrative costs are visible. You can argue about whether they're too high. You can push for more efficient monitoring. You can demand costs be distributed equitably.
With voluntary systems, the costs are hidden in unpaid labor and unequal burden-sharing, and there's no mechanism to even track them.
When our water supply drops another foot—when the 4.6 million acre-feet deficit becomes impossible to ignore—will our voluntary system still work? Or will it work only for people like us, people with enough stability and social capital to make mutual aid possible?
What happens to everyone else?
The formal rationing advocates say their system protects the vulnerable by creating entitlements that don't depend on social capital. The voluntary sharing advocates say their system is more humane because it accounts for individual circumstances and builds community resilience.
I can see both arguments. The real question might be what we're willing to give up—the flexibility and humanity of informal systems, or the consistency and accountability of formal ones.
When I open my phone Thursday morning and see we need help, someone answers. The block next to ours switched to formal rationing because in their system, not everyone could count on that.
Which system is more fair? Fairness, whatever it is, costs something. We haven't figured out yet who should pay.
