The Best Case
TECH Clean California, a $120 million program funded through cap-and-trade revenues, routes heat pump incentives directly through contractors. Homeowners never file rebate paperwork. The design worked so well that every single-family incentive category was fully reserved by late 2025. Waitlists are open. New funding cycles are pending.
The program is closed to new applicants because it succeeded. That distinction matters enormously right now. California built the architecture, trained the workforce, and proved the demand existed. When the federal 25C heat pump tax credit expired at the end of 2025, only 12 states and D.C. had active electrification rebate programs to catch the fall. Most states built nothing.
